Wiesbaden (rpo). Another Audit
My first mailbox of the new year contained two fat envelopes from the IRS - one for me, and one for my wife. That's right: a big fat audit of tax year 2002. I wouldn't mind so much, except for the fact that I've been getting at least three investigations a year for the past five or so years. And this one is a big one - all expenses for the year documented. So that means going back through every package sent and being prepared to document the postage, the recipient, the purpose, etc. Every train ticket, every meal bought for an interview subject, and so on. And they w

Justice: A fair distribution of goods and harms (3). Implementation
Summary: This is an entry for educators and ethicists. The surface subject matter is a familiar one to teachers: grading. The initial question: "What are fair grading practices?". Interesting and important to teachers and students. More interesting, perhaps, if we realize that underneath we have a question of social or distributive justice. I'll explain each below. First basic questions about grading; second a dissection of those problems in terms of justice. Third -- a sketch of our present scheme of social of distributive justice as it applies to teache

Good set of tech predictions. Some interesting content now posted on the Learning Circuits blog outlining four scenarios describing e-learning in the next decade. This is all in preparation for an event launched by Scottish Enterprise and Global Business Network, who have been asking experts about eLearning for their projectsions. Anycast Addressing on the Internet
Anycast addressing is a useful technique for providing redundancy and load sharing to specific types of network services on the Internet. Anycast addressing is nothing more than assigning a common IP address to multiple instances of the same service, which are located at strategic points in the overal network topology. By utilizing the underlying routing infrastructure of the Internet, IP packets are forwarded to the nearest instance of an anycast service. Common network services that can most easily take advantage of anycast addressing include DNS, multicast rendezvous points (RPs), syslog,

The Wall Street Journal included open access among the top 10 health stories of 2003. Critical to making open access succeed is instilling it with the same kind of quality peer review found in hard-copy journals.
