If you are new to the Sharable Courseware Object Reference Model (or 'SCORM') then this eight-minute video might be a good place to start. Aaron Silvers is the Community Manager for Advanced Distributed Learning (ADL); Advanced Distributed Learning is the originator of SCORM.
