By 'runaway' they don't mean 'leaving home', they mean 'leaving their television set'. Which is kind of sad. Anyhow, here's their strategy: "to measure any and all video activity: second-by-second viewing on TV; video-on-demand; DVR playback; and "over the top" video streaming... Measurement apps will be placed on personal computers, game consoles, smartphones and tablets." Hm, not sad, creepy. Shouldn't this be against the law or something?
