The ROI on open education

The return on investment (ROI) of open education lies in creating a society of learners, argues Martin Weller (in an article that could have used a good proof-reading). But there is a risk that the institution making the investment might not be the one to accrue the benefits. Weller suggests that the way around this is "to have central policy that mandates for open behaviour, as we have seen with open access publishing." My own feeling is that a common investment in open resources (at, say, the national level) would be a better approach.
