This is a question. If we choose to work on this, can we refine the work to include information on the financial investment that the government has or is currently spending in the area that the OER would impact(s)? And could it further clarify what problem we're trying to fix by implementing OER that isn't just about the money. For most of the world other than U.S. Higher Ed, money is not THE problem, at least an acknowledged problem - what government official wants to become famous for being as cheap as they can be on education material expenditures?
