The Indian government is requiring all foreign distance learning institutions to register - this sounds like a good move, and of course it's based on the concept of ensuring quality, but we have to wonder what effect Indian legislation will have on non-Indian institutions. I don't think national regulation or even registration will work; what's needed is a global 'stamp of approval' much like ISO or even TrustE.
