This article surveys four major models for distance and online learning support and settles on a training and education centre model derived from the more traditional centers for continuing education or professional development. His point - and I agree with this - is that the design of an online and distance learning strategy should focus on providing new and different services for learners, and not merely trying to emulate existing services.
