Survey of web users in Great Britain and probably fairly typical of second wave nations in general. 16 millions are online, about 27 percent of the population. This number is rising steadily, though about 30 percent say they will never go online. Britons are beginning to opt for non-metered access and would like to obtain high speed internet.
