We don't act in a merely pragmatic way; our ceremonies and rites are not intended merely to cause certain results, our utterances are not intended merely to communicate ideas. The underlying idea here is that human activity (including communication, religion and ceremony) isn't merely rule-following and rationality. The book reviewed is a collection of essays that revolve around this point, seen from various perspectives.
