Gosh, I don't want to say I told you so, but when this was first introduced I opined in these pages that it was a really bad idea. Now look. Maryland's system faces a $70 million deficit, and it's still early in the game. Other states will face similar problems. Now I'm wondering whether this will be the catalyst that triggers the crisis in education funding, the one where legislators pull the plug and eliminate the university system's monopoly on credentials.
