This seems to be related to a $1.5 million Lumina Foundation gran to fund "creation of a process for recording the outcomes of training programs as discrete competencies." The model of non-traditional credentials has been a cornerstone for ACE (it provided credentials, for example, for MOOCs). When colleges and universities lose the monopoly on the granting of credentials - what then?
