"The key opportunity is to enable formal qualification systems to evolve to include short form credentials, some of which might be credit-bearing." What she calls for is essentially a system of stackable credentials. But more, she argues that there needs to be common credential standards (see p.15 for examples), and a mechanism for lifelong credentialing (see p.33 for a list of national initiatives already underway).
