Draft Recommendation on Open Educational Resources

Cable Green writes, "The UNESCO Open Educational Resources Recommendation has been adopted, with unanimous support, at the 40th UNESCO General Conference. Now begins the hard work of helping national governments support open education in their countries." I wrote an analysis of the recommendation as an internal report, but haven't been able to release it. Now that the resolution has been adopted I may be able to do so.
