This is an expert panel report from the Council of Canadian Academies (CCA), which draws from the Canadian Royal Society, Academy of Engineering and Academy of Health Sciences. This may explain why the report covers only 'safe terrain', as Creso Sá laments in his excellent summary of the report this week. As Sá argues, and I can confirm, it covers territory well-covered by previous reports on the same subject, and doesn't really venture beyond such familiar topics such as the need to ensure early-career researchers have a chance to obtain funding, reducing the high overhead of grant application and management, the persistently low level of private sector research investment in Canada, and the value of multi-disciplinary research projects.
