The Public Knowledge Project (PKP) has long been one of my favourite projects out there. Among other things, they make the Open Journal Systems (OJS) software, which in this announcement they tell us (14 page PDF) accounts for 65 percent of the open access (OA) Diamond Journals. But what is diamond OA? Wikipedia tells us "Diamond open access refers to scientific articles published without charging authors for article processing charges." They are also free for readers, peer reviewed, and authors retain their own copyright.
