This report (180 page PDF) from UNESCO's Institute for Lifelong Learning has two distinct parts. The first part is a review of the Global Report on Adult Learning and Education (GRALE), which the final monitoring report on the Belém Framework for Action (BFA). The second and more important part is a "discussion of citizenship, its components, its relevance to ALE and intersection with global challenges." Active citizenship, according to the report, combines engagement with social issues such as poverty and leading a decent life in terms of things like health and well-being (see page 113). Overall, the objective is to "to help people of all ages better understand the interconnected world in which we live and the complexities of the global challenges we face, empowering them develop the necessary knowledge, skills, attitudes and values to address these challenges effectively" (p.161).
