The tone of the piece, oddly, is that copyleft is bad, probably because the licensing is viewed from a perspective of combining resources. "There are unfortunately no resource collections that combine peer review or other standard quality assurance processes to resources that are, at the same time, exempt from copyleft limitations." My own view is that, in a web-enabled world, there is much less of a need to combine resources.
