Josie Gray describes the shift from accessibility checklists for educational resources to a focus on univresal design. Why? "The reality is, there is no such thing as a normal or average student. Students vary greatly in their interests, family situation, culture, background, experience, strengths, and weaknesses. And all students benefit when educational materials are designed to be accessible and inclusive." For example, a student's day-to-day life can influence access. So can their level of digital literacy. So can access to technology. We can't predict all of these in advance, nor does definining accessibility in terms of disability take all these into account.
